Jose A. Quiroga is an accomplished leader with over 20 years of experience in global engagement, program management, and business development within higher education and international organizations. As the Director of Global Development at Arizona State University’s Ira A. Fulton Schools of Engineering, he has spearheaded transformative international initiatives, forging strategic partnerships across academia, government, and industry to advance global workforce development and education.
A proven strategist and relationship builder, Mr. Quiroga has successfully led high-impact programs that drive innovation and economic growth. As the Managing Director of the International Technology Security and Innovation (ITSI) program at ASU, he plays a key role in strengthening semiconductor supply chains and enhancing workforce capabilities in Mexico, Costa Rica, Panama, Indonesia, Vietnam, and the Philippines. He also led the US-ASEAN Science Technology and Innovation Cooperation (STIC) program, fostering cross-border collaboration between the U.S. and the 10 ASEAN member states.
With deep expertise in global higher education and international development, Mr. Quiroga excels in building and managing complex, multi-stakeholder partnerships, and expanding institutional engagement on a global scale. His leadership has been instrumental in shaping ASU’s international footprint, designing scalable professional development programs, and aligning institutional objectives with global market demands.
Bilingual in English and Spanish, Mr. Quiroga brings a cross-cultural perspective to his work, navigating diverse global landscapes with ease. His passion for equitable access to education and workforce development drives his mission to create sustainable opportunities for underrepresented groups in STEM and emerging technology fields.
Mr. Quiroga holds an M.S. in Electronic Systems Engineering from Tecnológico de Monterrey and a B.S. in Biomedical Engineering from Arizona State University. He also earned a Lean Six Sigma Green Belt certification from Arizona State University, equipping him with expertise in process improvement and operational efficiency
